qENCORE's default installation also comes with SuperFish for its drop down menu.
In qEngine you can add links to drop down menu by using Menu Editor, but in qENCORE, you need to manually add your links to /skins/default/outline.tpl, see the source code for example.

PS. If you are using a mobile device, qENCORE removes SuperFish dropdown menu, and replaces with tinyNav automatically.
Using popup in qENCORE is really easy, all you need to do is add a class to your link, eg: <a href="http://www.bing.com" class="popiframe" >Open Bing</a>.

You are using qEngine Core (qENCORE), which is a very simple CMS script. It provides very basic features of a CMS, without user management, content management, administrator control panel, modules support, etc. qENCORE doesn't even need a database! If you need a more sophisticated CMS, please use qEngine.
